  5. I live in a Somali Neighborhood. My neighbors are good people, mind their own business, I like the majority of them. But when they want to play fast and lose with the rules, a person who speaks very good English will suddenly know as much or as little English as is convenient for the conversation. But its usually stuff like "who is overloading the washing machine". Or "Why they keep getting towed for refusing to get a parking permit" But this is a bit much.
