That's "church latin", the pronunciation that imposed itself during the middle age. In ancient latin the "c" was only "hard", both the letters of "ae" were pronounced, and there was not difference between "V" and "U" (it was always pronounced as "U"), so, for example, "Cicero" was pronounced "Kikero", not "Chichero" or "Sisero".
