I love innovation, and hate to be that guy, but the problem I see with your neck strap is that it's double the weight of a leather strap of the same width, for half the strenght. Haven't braided leather belts been invented ages ago to solve the same problem? Depending on the way they are knit, you can have them from very stiff to extremely soft.
