Actually witch-hunting is a modern-era thing. In medieval era the official doctrine of the Church was that only God could give "powers", and the possibility to call the Devil and obtain something fom him would have seemed hilarious. In Dante's Divine Comedy, for example, there's not a single witch, or a circle for them. The "fortune tellers and magicians" in the 8th circle are charlatans (and punished for that).
