The polishing of stones was not perfect, since the final smooth finishing between the large stones was made in concrete (is the lack of the final concrete finishing, that nowadays makes the preserved traits of roman roads seems harsh to carriages). Slaves were mainly private properties, while roads were public works, so it was not so common for slaves to build them (slave labour was really convenient only in farming).
