  1.  @LightOffArchives  The only places where really big crowds gather are climbs and the arrive. At max there are two major climbs in a stage, and one arrive. Usually barriers are placed for the last 1 km of each. Already extending them to 3km would solve much of the problems, because people want to see the athletes, but also to stay close to the arrive / hill-top.
