Cops don't care for crimes. Like criminal gangs, what they care for is respect. Especially from the ordinary people, that they consider to be their inferiors. It doesn't matter that the girl was EVIDENTLY not committing any crime. She wasn't showing the amount of respect the female cop thought she deserved. Hence her reply to any sensible argument to her tantrum "I don't care".
