It's not a question of needing or desperation. 250.000 doses for Italy are not even two days of vaccinations. Is a question of contractual obligations. Astra Zeneca signed a contract with the EU that obliged them to make "their best efforts" to deliver a certain quantity of vaccines to the EU. Astra Zeneca is behind the schedule. If, while Astra Zeneca is behind schedle, vaccines made in the EU are shipped to Australia, it's evident that Astra Zeneca is not making "their best efforts" to deliver them to the EU.

It's a simple question of contractual obligations. Ence the blockade.

@robman2095 Eventual contracts between Astra Zeneca and a third party are exclusively a question between them. Had Astra Zeneca signed a contract with Australia that obliged them to make "their best efforts" to deliver a certain quantity of vaccines to Australia, then, with Astra Zeneca being behind the schedule, had they tried to ship vaccines made in Australia to a third party, Australia could, and in all likelyhood would, have blocked the shipment.
