  1. It sounds like an excuse. World heritage sites MUST be mantained, and that includes repairing. By not repairing it, you risk to lose the WHS status.

  2. A said, a tunnel would have served the traffic equally well without impacting the designation at all. In the meantime, a light pedestrian/bike bridge would have not been considered so damaging. IE, the longest span of the Waldschlösschen Bridge is only of 148m. The Bach Long "glass bridge", in Vietnam, has a span of 632m. The designation would have not been lost due to a reduced version of that. Instead, the Waldschlösschen Bridge is not only "a bridge". It's the biggest and most impacting of all the bridges in Dresden.
