  3. The Council of Ten progressively expanded its own powers until, in 1468, the Great Council curbed it. As stated, Venice had the means to avoid a man, or a reduced assemble, to gain too much power. Consider also that the Council, thus having in theory supreme police and judicial power (they could condemn anyone to death after a secret trial) very rarely used it. They knew they were judging member of their own caste. And there was no reason for those ten guys to trust more the other members of the Council than their own families and allies. Also, the Council didn't have an army, so it had power only as long as at least one of the other two major powers (the doge and the Great Council) granted it

  4. Dandolo had ben pretty beneficial to Venice. If some non-Venetian was not so enthralled by him, his bad. Also, maybe massacrating Venetian citizens had not been that great of an idea, and not paying your mercenaries had never been a good one.
