  40.  @AWildBard  Surely is not supposed to turn his back to an armed guy and flee, leaving the victim on her own. He was supposed to put the victim behind him in first place (so on the stairs, so that she could flee), before even start to interact with the guy, being him armed or not. Then, since the guy WAS armed, had the cop decided to shoot, warn, or try to talk, he was supposed to keep the armed guy in sight, not to turn his back and find something else urgent to do.
