  1. To echo your sentiments, this was an institutional decision made by an organisation that isn’t flexible enough to form common sense conclusions, or to take common sense actions. That is not a good sign at all and very worrying.

  2. I don’t think he had a loss of electrical generating capacity,I think it was some sort of power surge that made the electrical systems crap out. Systems are so integrated and interdependent these days a cascade failure of multiple systems is going to be difficult to stop happening. However many of these instances can and should be able to be mitigated somewhat.
