  3. Its because the Chinese and DPRK are thinking, "they can stop some of our missiles but we cannot stop American missiles since we have no defense against missiles". BMD changes the balance of power, not so much today but ongoing, the Chinese and Russians are shitting their pants because of what the system will develop into in the future, increased capability and reliability. It also puts really high resolution radars on their borders that can be used for far more than ballistic missile defense, like a defense early warning system against the PLAAF.
