  1. It's the unions and neither side ever wants to take on the unions; they actively prevent accountability and protect low performers. Everyone on the job knows who the bad actors are and that the unions protects them; like the Catholic church shuffling pedo's. 9 out 10 cops are any where from good to great guys to half way decent; literally one of 10 are incompetent or bad actors.
