Raise payroll tax, removing the taxation cap, to a level that covers products and services - sell existing treasuries in the fund to banks who are starved for collateral - that gives the government 2.5 tril cash on hand to pay down debt while buoying banking (just need to update SLR). You can offset the drastic increase of payroll tax by slashing corporate taxes to say 5% and eliminating the first 3 brackets of the federal income tax (so effectively only ~10% of working Americans would pay fed income tax). Have remaining income tax revenue only pay for defense budget. Eliminate the SEC and plus up DOJ to go after white collar criminal actors and have security lending / short tax - call it a bookie (market maker) tax.
