This guy is a tool; and the idea of morons in the congress building policies when they cant even grasp PaaS, DaaS, or ML algo's that create behaviorial models that then feed the admonster beast will cause more harm than good. Best thing to do if they wanted to give consumers options to opt out is work with folks like Cook who actually care about data privacy / security and can move markets. He is trying to create a protected market place to compete with FB's wild, wild, west - both should be allowed if their is transparency for the consumer.
