  1. They are just scared of dropping the ball again. And most of their cyber tools are scrapping open sources; or current data puddles owned by the Federal government. And yes we own that foreign data collected by partners. And yes they need that intel if they are going to tackle human trafficking and external support for domestic terrorism. The issue is they just arent that good, or good enough to consistantly deliver and no one is smart enough in government to limit their scope in a way the targets monsters and mitigates the risk of incompetent government actors violating civil liberties.
