  2. Dirty little secret is that the above is a pipe dream, systemic racism is more closely linked to unionized labor than any other American institution. Unions rely on ethnic identification concerning division of the pie, they are not interested in expanding the pie or accountability of performance. In western Europe this isn't so bad due to the homogenous nature of the population and you have the growth of Labor parties, in the US due to our ideology over ethnicity approach to government (which is super unusual and an oddity historically) - the multiple ethnic groups are left competing against each other for larger slices of that union pie. Therefore, dominant ethnic identities coalesce to suppress and protect their slice of the pie. Policing is just more visible when low performers fail to perform and outright break the law due to their position. Pretty sure teacher unions aren't much better or worse than police unions, but no one dies due to incompetent or racist teachers.
