They could literally solve the collateral crisis, pay for infrastructure, eliminate unfunded liabilities, and make solid progress to balancing the budget by simply increasing payroll from 7.65 to 8.5 and removing the cap - making the safety net solvent and sell the 2.9 trillion T-bills/bonds in the trust fund to primary dealer banks. You can offset that by eliminating federal income tax for the first three brackets and lowering the corporate tax to 5%.
