Dave Rubinstein (the main oligarch who owns Obama) gave up the ghost recently - he and his peer group believe we need to inflate our way out of debt to avoid a collapse in banking, equity, funds, pensions, and bond markets. Meaning oligarchs need a massive spending splurge to bail them and the US consumer out (in reality people get scraps). These are same geniuses who gave us 2008 - only now its much worse. But they need a narrative: aliens, pandemic, terrorism, climate change, etc - they dont want a large war as much of their assets are overseas (BRICS - and that push away from dollar is them).
