Because ethnic problems in Europe is a tale old as time itself and sorry but there are many people in the world that still don't like each other for ethnic differences despite being of the same race.

The thing is that the word race prior to 1953 is a rather confusing word in application as eugenics had already been a well established thing by then with scientific racism also being present as they placed far more basis on race than ethnic composition. I know what you're talking about now as soon as you mentioned the Germans but I just personally find the word "ethnicity" to be a more useful disambiguation to the previous definition of race as it already had different implications then.
