As someone that has personally talked with NYC homeless, most of them have usually done it to themselves or were just flat out rude to me when I offered them to give them food or water, insisting money instead.

No, you can be further from reality when you make a comment like this. For starters, the Biden administration has moved towards an increasingly progressive economic agenda and support for subset topics such as with higher minimum wages, social security, universal health care, unionization, public education and with subsidized housing. There are also some proponents of market socialism within the party instead of the Keynesian economic agenda overseen by conservatives. By the way, public housing of the 20th century (notably the projects of Chicago) were largely overseen by Democrat mayors. There's a reason why the concept doesn't sound appealing though.
