Even Germany which was seen as a shining example with the way that it has handled this COVID-19 pandemic has recorded over 11,000 new cases a few days ago. No matter how good test and tracing is there will still be a large amount of people who are not going to self isolate. Italy stopped all flights to and from China on the 31st January and it made no difference.
