  2. Pandemics have been happening throughout history. The 1918 to 1919 Spanish Flu Pandemic killed between 40 to 50 million people worldwide and nobody was looking to blame anyone at that time.

  3.  @soho281  True. In the past people just accepted pandemics as part of life and something which they understood they could do nothing about no matter how awful it was and the tremendous loss of life involved.
