It's not about "white" or "black", he's supposed to represent a mythical figure, hence the reason why there are also black people in the groups that dress up as the national hero, Pete.
You just can't see the difference, because, you guessed it, they are made unrecognisable, so the kids don't recognise their family-members in the group. Everyone is appreciated equally in thes groups, no matter their race. Nobody can see your race or gender, you are seen as Pete, the hero.
