Pigeon associates the slapping with the wings of the male that's trying to stay on top, while doing the deed. You're mimicking mating to it. That's why it starts making those noises. Same for people slapping cat's asses and dog's asses and wonder why they lift them high up, spread their paws apart and start jauling loudly.

@randomasshumanbeing2078 Well, youknow, animals and humans are sexual creatures by nature, but I'd just advise the pet-owners not to rub/slap/push and scratch too hard and fast around the tail-area or the lower-belly or any animals. And if you notice they respond by spreading their legs and loudly meowing (or hissing and chasing you off) then stop what you're doing and start scratching their leg or their neck. Signal to them; 'Yes, I just scratched your bum for a bit, but now I'm scratching your head and I am not a fellow cat." They will understand that, just pay attention to what you do with the animal and how it responds.
