There was and there is no 100% pure Lockean nation on earth, and perhaps there will never be. Yet, states going towards the Lockean direction (i.e., the state/the government is not an absolute power) are very different from Hobbesian states like Nazi Germany, Soviet Union and communist PR China.
People like Thomas Sowell and me are well aware of the imperfection of the physical world. It is you the kind of radical species who always wants to get your "perfect" "100%" "pure" systems to work.
Do you really know the concepts of self-organization, power-law graph/scale-free network, equilibrium...? I doubt that you have ever heard of them. In our physical world, we are not interested in black-and-white 100% absolute things existed in your obsessed mind. Instead, we talk about probability. For example, a system with 90% probability of success does not guarantee a success, but it is surely different from your 10% probability system. The mathematic expectation, the deviation, the distributions are all very different. A self-organizing system, for example, a free market, conforms to a structure of power-law graph. Unlike the imagination in your left brain, there is nothing "pure" or "perfect" or "ideal" in it. Go back to college to take some probability lessons before you open your left mouth.
