In fact, their so-called law only equals to executive order in USA. In other words, there is no real law in a commie regime without a real legislative branch. You can see the difference in Taiwan (Republic of China), which is more China than the Beijing regime (de facto Southeast Russia). Taiwan's health system is comparable to Japan, which is better than most western countries including USA.

Taiwan improved their CDC protocol right after commie's SARS outbreak. This time, President Cai of Taiwan initiated CDC protocol on January 3, 2020, for example, testing airline passengers' body temperature at airports. So far, Taiwan only has 5 COVID deaths amongst their 24-million population. If Cai is the president of China, this COmmie-VIrus-Disease will not be a global pandemic, only a regional outbreak.
