Penrose is a determinist who believes in Laplace's determinism, which belongs to the mathematical God (or Spinoza's God) not human. He also confuses inconsistency with incompleteness. At the beginning he said inconsistency, then he switched to incompleteness for the later part of the video. Any human knowledge in the epistemological sense, including Penrose's own theory, is incomplete and non-deterministic in its nature. So it is not a surprise that quantum mechanics is an incomplete but consistent theory. The philosophy of physical determinism, i.e., Penrose's belief, is unfortunately an inconsistent theory. Check Eugene Khutoryansky's video "Quantum Measurements are Entanglement" to see the argument that collapse does NOT require a subjective observer. The term "(probabilistic) event outcome" is mathematician's choice of words for physicist's term "wave function collapse". In other words, a quantum wave function collapses in the quantum field simply works just like a probabilistic event occurs (e.g., flip a coin).
