If based on open and transparent competition, then yes. But today's H1B visa granting procedures are mostly under the table.

@arkitectoor That is not a valid argument because the sum of H1B salary and visa maintenance lawyer fees is still less than the regular salary for a qualified citizen. On one hand, the silicon valley big corporations have their own lawyer firms, so the pipeline processings make the lawyer fees negligible. On the other hand, H1B employees do not have benefit package comparable to US citizens. In a nutshell, as long as the procedure is not open and transparent, corruption and abusement happen.

@varunchandra2991 There are some H1B abusement cases, in particular in Silicon Valley. Google it and you will find many. I am glad that you are not one of them. But you cannot guarantee other people's behavior. H1B visa itself is a tariff-like discrimination by definition, and underpaying exists at statistical level for the same group of skill background, say, if you compare H1B PhD and domestic PhD. (not comparing H1B PhD with overall domestic workers)
