In a VERY sick and twisted irony, BECAUSE people are naturally good and so many are ready, willing, and able to be caregivers, the supply dilutes the cost of hiring such people. It is simple as that. NOTE: I would say 'CRUELLY simple' but capitalism is not only an unbiased but unfeeling set of observations of human nature.
