  1. Radar images are grainy because of so-called speckle noise, not because they are low quality or have marginal SNR.

  2.  @michaelmiller6878  yes it does, because radar is coherent, so it's inherently grainy. Grainy in incoherent imaging implies poor quality/low SNR. In radar, it cannot be avoided, unless you combined multiple images....which is hard with a moving target, but is standard for static scenes.
