I don't think the speed of light in a linear medium needs to be that complicated. The permittivity sets the coupling between free charge and the electric field, which determines the speed of propagation. Basically, the polarized medium screens charge (a la Lenz Law) and makes that coupling weaker, bam: the wave is slower.

probably out to 2000 nm, then there's a absorption peak. A 10 microns you'd just see your eyeballs.

@karlhendrikse not really. Maxwell's eq in media with E -> D and B -> H via permeability and permittivity is super duper standard undergrad EM, more so than the phase-delay model. Personally, I prefer Jefimenko's Eqs which do away with "induction" entirely.
