Special relativity allows binding energy to change mass (e.g. a proton and electron has more mass than a hydrogen atom), but creation/destruction of particles is only describe by quantum field theory, quantum optics notwithstanding. Also: photons don't have one energy, as energy is reference frame dependent. One frames gamma ray is another frame's microwave.
