Not at all. 1st, it needs en exp(-r/m) factor on that, but there are repulsive and attractive terms, then there an noncentrals terms that depend on more than r, and there are 3 body terms that can’t be written as a combination of 2 body interactions, and 4 body terms, and so on. The spin effects are large….no fine structure here. Then there’s isospin. Finianly since nucleons are identical particles, there is a Pauli exclusion term.
