It is true that self appointed experts from academia and media believed that those who didn't get the experimental prophylactic should be denied medical care, which they all believe is a fundamental human right, so they are saying: no shot means you are to be denied human rights, and ofc the list of denied human rights would only grow larger until it included all of them.
