  1. you can, with a suitable gyro. 2pi divided by 10 pi million seconds is pretty small. General relativity breaks that statement, and there is no absolute global frame of 'non-rotation', they are local, esp. near "tendex and vortex lines" of blackholes.

It only leads ppl to confusion. Imagine empty flat spacetime, can you move relative to it? Can you define an absolute rest frame?

  8. Sure, but general relativity breaks all this. At any point in space, there is a natural rest frame defined w.r.t to the big bang (e.g., the CMB). It's different, everywhere, so it's not a global rest frame.
