Ukraine already engages in terrorist acts (killings of civilians and capture of schools) and US does nothing. The reason that Ukraine is not allowed to strike deep within Russia is because that will trigger full mobilization within Russia and an escalation to a level that the USA doesn't think Ukraine could win

@kreme pye that will only trigger mass mobilization, and cause Russian economy to go on a full war footing. That will lead to a formal declaration of war, conscripts will be sent and there will then be strikes (including tactical nuclear strikes) on decision making centers in Kiev. US isn't sure Ukraine would win in such a scenario, this is why it's not allowed

The reason they can't is it will trigger escalation of the conflict and the US isn't sure Ukraine will win in that case. Their bet is on keeping the conflict at a smaller scale in the hopes of bleeding out Russia
