I think that the op is saying that this just moves the goal post, it doesnt excuse attacks made by Hezbollah, but it will inevitably cause more to take place as terror attacks have the tendency to unify and enrage a nation, while it can be described as a short ther victory in incapacitating varios members of Hezbollah, the collateral damage will just leave hundreds more to join, and the cycle will go on and on it was a short sighted escalation in a region that needs de-escalation.
