If there is a fire, you should warn people, if there isn't, theatres exist for make believe, and to make ironical statements. Besides, the criticism would be it evokes fear and alarm, meaning emotional response would be illegal, all film and tv included. In short, there is no restriction on shouting anything in a crowded theatre, legally speaking.
