  11. None of them are good ideas my friend. Centrally managed cities are just like centrally managed economies. They are infinitely complex and delicate systems that no human can even develop an AI to solve due to the scope issue. Countries are networks of industries, not people. People become resource in central management. You become castes for efficiency. You are assigned steelworks district, you can only live and marry in steelworks district, etc. You get the point I think. You think like a pedestrian who has never designed a city of course. But consider, what is the resource? There is no people, food, minerals, education, anything at all. You can't even trade stocks due to the distance from stock exchanges due to milisecond trade times. What is the output/external value? Call centre? Autistic people taught by robot? Where are the production facilities to repair and maintain these cities? The high economic output needs to be there first, then it can shift to import only.
