In flight, to the aircraft but as runway debris or falling in a populated area it is a safety risk. On landing it or the bolts could also be sucked into the engine during reverse thrust. It could also impact and damage the tailplane and elevators in flight.

It isn't true that the fairing isn't a hazard but it is true it may have met the minimum fastening and been in good enough visually before takeoff. If it was like it is there it probably could have been removed depending on the acceptable for flight missing parts list. As a passenger you should always point these things out to the air steward/hostess so they can tell the pilot and they can report if it comes loose on landing and ends up on the runway. It could've been damaged somehow also we can't really see. There have been some aviation failings in china, however, though arguably no worse than the rest of asia, however, china actively suppresses information in this regard anyway and is uncooperative in investigations.
