  1.  @Bern_il_Cinq  Actually, the ERA passed Congress in 1972 and that's when the state ratification process began, not the 1920s. That said, in the case of prior amendments it has sometimes taken decades for States to ratify, that doesn't make the ratification illegitimate. As to the National Archivist, the role is simply to publish the Amendment when submitted - which is done when requirements have been met - but in this case the Archivist is just refusing to do so.

  2. Nope, there is no legal route for states to rescind. So you can't just decide to subtract them. Just because you write it on YouTube doesn't make it so. Besides, if you are arguing that a deadline has passed, then your 5 states are also out of the tine parameter.
