  1. Incremental development is what was needed in the urban areas of America in 1939. Put down bicycle lanes, trees, flowers, bushes, more public transit (i.e.: streetcars), and build more public parks (200 to 500 acres). There is no need to demolish financially productive neighborhoods in Chicago, NYC or the industrial towns of Philadelphia. Car dependent sprawl is a disaster. Check out Strong Towns.
