  1. Maybe a ton of these investigators did not really understand derivatives or banking, so were not comfortable moving forward. Or maybe government higher ups ordered a slow walk. That DoJ official unwittingly admitted the reason for their inaction. Fear of the potential ripple effect of prosecutions, exactly what government higher ups would fear! Seems to me that a bank shorting securities it was selling to its customers should have been an easy one to prosecute - at least to prove negligence, if the short sellers were, say, unaware that brokers in a different area of the bank were loading up customers with the same crap crap they were shorting.
