I believe Biden, Blinken, Nuland and Sullivan planned to blow up Nord Stream before Russia's SMO and blew it up after the SMO with non-government / cut-out agents to give them plausible deniability. The SMO provided a perfect excuse of "legitimate in war." Biden, of course, worked overtime to goad Russia to invade Ukraine.
