Maybe the bunker buster is more likely to haul out Khamenei from the bunker where he is hiding. The government has already collapsed. Khamenei already handed over power, and Israel and the US will not allow him to return to power. Ending Iran's IRGC and nuclear plans should have happened decades ago.
