I believe that number. I think Peskov's point is that the loss of any lives is a tragedy.

I think it is fine for Russia to maintain focus on the battle and not worry about the media/Ukraine PR. They are all against Russia, anyway. In the end, the battle will be the deciding point. If I were on the Russian side, I would emphasize the over 14,000 Russian deaths in the Donbass - that a top purpose of the operation was not only to stop NATO aggression, but also to stop the shelling of the Donbass. Very few in the West even know about this.

The Kremlin should stay quiet about their plans. That is working in their favor. You don't give away your plans in a war. They should just focus on the battles.

The media narrative is not important. The Kremlin has already stated its goals. Denazification (that is the Azov - they have the remaining Mariupol Azov surrounded in that steel factory; they have them surrounded at the Donbass border without supplies). Demilitarization (Azov/NATO - NATO pretty well a done deal). As Peskov stated, they agreed to hold off for negotiations -- very reasonable. I believe he was implying that they agreed to hold off but were ambushed by the Ukrainians. The negotiations seem to be going nowhere, so we'll see. Between the lines of that interview, the Russians want a negotiated peace. They don't want any. more death and destruction. It's up to Ukraine and US. More death and destruction will be on their shoulders (Victoria Nuland).
