There were severe consequences for taking or pushing drugs. At that time taking drugs was not considered a "disease," but a choice; and there were strict no-loitering laws, so the street encampments and filth that we now see on the streets did not exist. Young people did not become addicted. One of the worst woke, far-left policies today has been to legalize pot, the gateway drug.

That right there is part of the problem. Not criminalizing addiction to force them into facilities to get clean. Also drug addiction is not a disease. It is a personal choice that turns into an addiction.
