  1. It appears the desired outcome of sanctions is to deprive Putin of the funds to build his army. The effect on the Russian people is collateral damage. In a police state without freedom of speech or democracy the people can't do anything about it. I don't blame.the Russian people but I hope they take advantage of any opportunity that comes up in the future to secure basic rights and restore democracy.
